These widening circles of "neighbor helping neighbor," as Maguire put it, are known as Community Emergency Response Teams. This was Radnor Township's first try.

The program was introduced in Los Angeles in 1993, and caught on nationwide after experts learned from Hurricane Katrina that they had to plan for, not react to, major disasters.

Since 2003, Delaware County has trained 16 experts to give the disaster-training course, which lasts 12 to 16 hours over four sessions.

By late next month, teams will be organized in Aldan, Clifton Heights, Marcus Hook, Middletown, Radnor, Swarthmore, Thornbury, Upper Darby and Yeadon. More communities are on a waiting list for the training.

Chester County, in tandem with the American Red Cross, offers citizen training classes each year, in March, May, August and November, former coordinator Neil Lovekin said.


Invacare Corporation Announces Proposed Rule 144A Offerings

CINCINNATI -- Invacare Corporation (NYSE:IVC) (Invacare or the Company) today announced that it intends to offer its senior notes due 2015 and its convertible senior subordinated debentures due 2027 (collectively, the Debt Securities) to qualified institutional buyers pursuant to Rule 144A under the Securities Act of 1933, as amended (the Securities Act), and outside the United States pursuant to Regulation S under the Securities Act. The Company also is negotiating a new senior secured credit facility and expects that, together with the Debt Securities, the new financing program will result in total capacity of approximately $700 million. Invacare intends to use the proceeds of the offerings of the Debt Securities and the proposed senior secured credit facility to refinance substantially all of its existing indebtedness.


Biloxi affordable housing plans unveiled

BILOXI - The Biloxi Housing Authority this morning gave an overview of a plan to add 1,577 places for people to live over the next five years, a redevelopment program that will cost $120 million to $150 million.

The authority currently has 201 units on line.

The breakdown for the new housing is 351 units for people age 55 and older, 737 other rental units and 489 homes that people can buy. The additional housing will be in apartment communities that existed before Katrina and in new ones.

The redevelopment plan will not require any money from city taxpayers. It will be financed with federal funds, tax credits and private partners.

The plans, which were unveiled in a special meeting with the Biloxi City Council, call for mixed-income communities.


New Center For War Amputees, Burn Victims

Today marked the opening of a 50 million dollar center dedicated to helping war veterans who have suffered an amputation or severe burns. Prior to the new centers opening soldiers were treated at Walter Reed, Bethesda Naval Center, and Brook Army Medical Center. The 60,000 square foot center will allow the Army to move its treatment facility to the new location from Brooks Army Medical Center. The Center in Texas opened to a large crowd including Hillary Clinton and John McCain. So far in Iraq at least 500 men or women have lost limbs. Others have suffered severe burns most in roadside bombings. The privately funded Center for the Intrepid has high tech treatment plans such as a climbing wall, a wave pool and a virtual reality computer system. All of which will help the soldiers regain their life skills.
