I WANT TO KNOW: Handicapped parking?

With Diamond Parking Service taking over enforcement of parking, will people with handicap permits still be able to park without being charged in non-handicap spots if the handicap spots are full?

Answer:
State law supersedes city ordinances when it comes to handicapped parking. According to Roseburg secretary Debi Davidson, the old practice of not charging fees or time limits for cars with handicapped parking permits will continue. As long as they are parked correctly within a space, they have no time limit, she said.

Authority shows off updated units

Eight apartments have been added to Gibson Terrace in Connellsville as part of the first phase of the Fayette County Housing Authority's efforts to meet new federal standards.

Gibson Terrace, built in 1943, is one of several developments in the county that must comply with federal Americans with Disabilities Act standards by 2011. Five percent of the units in each development must be handicapped accessible, with 2 percent designed to accommodate the needs of hearing- and visually-impaired tenants.

Two six-unit apartment buildings were demolished in March and replaced with two four-unit buildings that were completed in mid-December. Residents started moving in two weeks ago.

Andre Walters, director of funding and asset planning for the housing authority, said officials had the option to add another level to accommodate the handicapped or tear down a structure and build one to code.

In 1993, Joann Robinson was involved in a head-on collision that claimed the life of her 13-month-old son. Doctors held out little hope that she would survive and she spent five months hospitalized in intensive care.

She defied the odds and now wants to help others do the same.

After extensive physical, speech and occupational therapy and countless surgeries, she was released to her home in Dudley, where her therapies continued for two more years.

Ms. Robinson received training through vocational rehab and also studied about developmental disabilities at Wayne Community College, thinking she would one day work with others like herself.

Her education was interrupted when she was hired by the Social Security Administration in 1999.


Website delays hit disabled

Disabled residents and tourists face months without vital information on which shops, pubs, restaurants and other facilities are accessible.

Brighton and Hove City Council has scrapped its DisabledGo website, which helps 35,000 disabled residents and 8.7 million tourists, at the end of last year.

A replacement service has been hit by delays.

Sr Maura is a Programme Therapist with thirty years experience in working with children with special needs in Ireland. All the children that she has worked with had intellectual and leaning disabilities and quite a number also had physical disabilities, such as cerebral palsy, spina bifida etc. Many of these children had challenging behaviour or sight, hearing or language defects. Now Sr Maura has come to Zambia to work with an already existing group, the Parents Partnership Association, which works with such children here in Lusaka.

Most of the children at the centre, when they first arrived, had no independent skills. For example, they could not feed themselves, they could not dress themselves and they were not toilet trained. Daniel, one of the children now at the centre, was sent to a mainstream school at the age of four, but because of his behaviour, he was sent away.
