‘No nod to new SWD programme without legislature’s approval’
He said in the implementation of all social welfare schemes recommendations of legislatures would be made guiding principle and no programme without wetting of legislature would be launched in future anywhere in the state in social welfare sector.
Winding up the discussion on the grants for the department under his ministry, he announced in Legislative Assembly today that a comprehensive, informative and educative directory providing every information with regard to the beneficiaries, availability of funds and other aspects of all social welfare schemes would be issued and provided to the legislature to ensure transparency and monitoring of every action.
Declaring Social Welfare as basic sector of providing necessary succour to the needy, poor and Physically challenged people, Haji Nissar said that during current financial year more than 61000 physically challenged, old age persons and distressed women beneficiaries have been provided assistance in the state.
CCS rocks the vote
Voting rights are crucial to all Americans, Doug Forrester argued, but especially to the disabled. "If you didn't vote, don't complain," Forrester said, quoting the popular bumper sticker.
A former Republican candidate for New Jersey governor, Forrester now teaches a course on government at the College. On Monday morning, he delivered a lecture to students in Career and Community Studies (CCS), which is designed for students at the College with disabilities.
Forrester began by asking the students to introduce themselves and talk about any school activities they were involved in. Forrester then related their participation around campus to their obligations in the community as voters.
He related to the CCS students in that his daughter, who had suffered a life-threatening aneurysm at the age of 17, is still hindered by her coordination disability.
Sunshine Homes provide ray of light
The opening of the Sunshine Homes in Chongming County last year has brought rays of happiness to many intellectually- challenged people on the remote island.
At the homes, a total of 16 around the county, such activities as table tennis, basketball and skipping are offered. Although their skills are often not as coordinated as able-bodied people, one can see the happiness that the center has brought to the handicapped.
At the Sunshine Home for the Mentally Disabled in the west Gangxi neighborhood of this eco-county, intellectually-challenged people are busy playing table tennis with the volunteer teachers. Others are playing basketball outside the building's courtyard while art classes are going on inside.
"Mastering simple skills like threading beads and typing on a computer keyboard is already a tough task for people with intellectual defects and autism, not to mention the skills needed for playing sports," said Wu Zhixiang, the general director of the Chongming Disabled People's Association.
